1994 - 2015+ SÅ LÆNGE HAR VI INDTIL VIDERE ARBEJDET I BELARUS. I 1997 startede vort samarbejde med Belarus for alvor. Vi have siden 1994 haft besøg og selv besøgt landet ved flere lejligheder, og havde herigennem etableret kontakt med flere NGOer. Mange af disse er fortsat vore tætte samarbejdspartnere.

 

Vi har arbejdet med civilsamfundsudvikling bredt. Først med støtte til oprettelse af foreninger (NGO) i et land, som var midt i en ny udvikling, fra et sovjet styret og sovjet tænkende land uden traditioner og erfaring i civil samfundets rolle i et demokratisk samfund.

Mange års arbejde har udviklet NGO sektoren i landet. Det er dog fortsat et diktatorstyret land, som er totalt top down styret. Det betyder fortsat, at der skal arbejdet hårdt for at få civilsamfundet involveret.

 

De sidste år har vi koncentreret vort arbejde med udvikling af sociale NGOer, der i samarbejde med lokale myndigheder kan være med til at gøre en forskel for socialt udsatte grupper.

Vi har sammen med vore partnere gennemført udvikling af NGOerne, understøttet udvikling af den sociale kapital i flere lokalområder, oprettet et kvindekrisecenter, arbejdet med patientrettigheder, udvikling af inklusion af handicapområdet for blot at nævne nogle af vore fælles aktiviteter.

1994 - 2015+ THAT IS HOW LONG WE HAVE WORKED WITH BELARUS UNTIL NOW. In 1997 we started really co-operating with Belarus. We have have since 1994 got visited and visited the county on several occasions and had through this established contact with several NGOs. Many of these continued to be our close collaborators.

 

We have broadly worked with civilsociety-development. First with support to the establishment of associations (NGO) in a country, which was in the middle of a new development, from a sovjet administration and a sovjet thought process without traditions and experience in the civil society's role in a democratic society.

Many years has developed the NGO sector in the country. But it's still a dictatorship country that is still top down managed. So it still means that we have to work hard to be able to get the civil society involved.

 

The last few years we have concentrated our our work on development of social NGOs who in co-operation with the local authorities can make a difference for socially vulnerable groups. Together with our partners, we have accomplished the development of NGOs, supported development5 of the social capital in several local areas, established a women's crisis center, worked with patient rights, development of the disability area. To just mention some of our activities, we have in common.

Afslutning på små 3 års projektarbejde i Belarus om inklusion af mennesker med handicap.

 

Lise From og Lene Petersen deltog i projektets sidste aktiviteter i Minsk i Belarus i dagene 21- 25 september.

 

Projektets aktiviteter igennem de 3 år har haft fokus på af- institualisering af borgere med handicap, som er blevet placeret i de store institutioner forskellige steder i Belarus. Projektet valgte at samarbejde med Kobrin Institutionen i Brest regionen. Her var allerede et konstruktivt samarbejde mellem myndigheder og NGOer. Det var således dette gode samarbejde, vi byggede videre på.

 

Der har igennem årene været mange konsultationer mellem partnerne i Minsk, The Office of The Right of People with Disabilities, og Kobrin institutionen, det lokale sociale center, regionen og ikke mindst NGOer, som arbejder med grupper af mennesker med handicap. Der har ligeledes været gennemført træning af myndigheder, ledelse og NGOer i forståelse af af-institutialisering samt community living skills og en uges studietur til danske bo-steder, NGOer og myndigheder.

 

Projektet blev afsluttet med en stor international konference i Minsk, hvor der var konstruktive og brugbare indlæg fra hhv. England, Tyskland, Litauen og Danmark om emnet’ kan det betale sig at gennemføre af-institutialisering af de store institutioner, Og svaret var samstemmende: ’Ja’, både mht til det enkelte menneskes livskvalitet, men også den billigere drift.

 

Om har vi været heldige ift. timing af projektets mål og indhold, kan vi kun gisne om. I hvert fald har Ministerier og regionale myndigheder arbejdet på emnet de sidste 5 år. Og ved selve konferencen blev en 5 års plan for af-institutialisering da også fremlagt af myndighederne.

 

Dagen før konferencen fik de internationale deltagere da også ved selvsyn mulighed for at besøge Minsk borading home no. 3, som havde været en form for pilotprojekt ift. af-institutialiserings processen. Indenfor det store afskærmede og aflåste område havde man bygget en ny afdeling og flyttet en gruppe på ca. 20 beboere. Disse tog nu selv del i daglige gøremål, så som madlavning, vask og rengøring samt havde adgang til fritidsaktiviteter. Det er dog fortsat inden for de eksisterende rammer og dette kan vel næppe kaldes for af- institutialiseing i vor forståelse; men det kan være en begyndelse, i hvert fald til et bedre og mere oplevet friere liv, som beboerne da også gav udtryk for. Og man har da ej heller stoppet tilgangen af voksne til institutionerne, alene i år er der ankommet 2000 borgere til de store institutioner i Belarus. Men tilgangen af børn under 18 år er stoppet og alternative støttemuligheder begyndt at udvikle sig, så som lokale services.

 

Det var helt tydeligt under konferencen, at behovet for samarbejde mellem myndigheder og NGOer var tydelige end nogen sinde før. De NGOer, som på forskellig vis havde etableret bo-fællesskaber for især børn med handicap forskellige steder i Belarus, viste stor kompetence og viden ift. bl.a pædagogiske metoder for støtte til børnenes egen udvikling. Og her var det tydeligt, at især de universiteter, der nu var sat til at udvikle efteruddannelsestiltag for ansatte socialarbejdere, havde et stort behov for at få del i denne viden. Det er nu vort håb, at de ved at kende hinanden fra konferencen gør brug af hinandens viden og kompetencer ift efteruddannelsestiltag og udvikling af økonomiske modeller.

 

Og så har projektet gennem sit arbejde i Kobrin lykkedes at hindre én tilgang til Kobrin institutionen; og en mor har fået sin forældreret tilbage, en søster har opnået guardianship for sin søster, som nu er flyttet ud og hjem. Begge trives i de nye rammer og det lokale sociale service center tester deres nye muligheder for at levere lokal service til voksne med handicap, som ikke bor på institutionen. Projektet vandt sagen i retten og her dermed skabt præcedens som de første landet ift udflytning af voksne.

 

Kobrin social center og lokale NGOer har sammen udviklet en lille håndbog om hvor Kobrin by kan levere ydelser til personer med handicap, som også andre Kobrin borgere benytter.

 

En Manual, som beskriver af-institutialiseing i Belarus kontekst er under endelig færdiggørelse, kommentarer fra konferencen indkommer i øjeblikket. Manualen sendes til alle myndigheder og institutioner, som beskæftiger sig med af-institutialiseringsspørgsmålet.

Stadig der er et gab mht. adgang til uddannelse og job, så fremtidige udflyttede borgere kan klare sig selv økonomisk. Men den første af-institualiseringsprocess er startet i Belarus.

Final of 3 year project work in Belarus around inclusion of people with disabilities

 

Lise From and Lene Petersen participated in the project's last activities in Minsk in Belarus from the dates 21-25 September.

 

The project's activities through the 3 years has had focus on de-institutionalization of citizens with disabilities, who has been placed in the big institututions in various places in Belarus. The project chose to collaborate with the Kobrin institution in the Brest region. There was already a constructive collaboration between authorities and NGOs. It was this good collaboration, we built upon.

 

There has through the years been many consultations between partners in Minsk, The Office of The Right of People with Disabilities, the Kobrin institution, the local social centre, the region and last but not least NGOs, which work with groups of people with disabilities. Likewise it has been complete training of authorities, management and NGOs in undestanding de-institutionalization and community living and a week's sturdy visit to Danish living-places, NGOs and authorities.

 

The project was finished with a big international conference in Minsk, where there was constructive and useful speeches from respectively England, Germany, Lithunia and Denmark about the topic´can it be worthwhile to implement de-institutionalization of the big institutions, and the answer was a concurring 'Yes', both in regards to the individual person's life quality. but also the cheaper operation.

 

If we have been lucky in relation to the timing of the project's goal and content, we can now only speculate on. At least have Ministries and regional authorites worked on the issue for the last 5 years. At the actual conference a 5 year plan for de-institutionalization was presented by the authorities.

 

The day before the conference the international participants got to experince at first hand the opportunity to visit Minsk boarding home no 3, which had been a kind of pilotproject in relation to the de-institutionalization process. Within the big foreclosed and locked area there had been built a new section and moved a group of approx. 20 residents. These now took part in the daily tasks, such as cooking, laundry and cleaning as well as having access to leisure activities. However, this is still within the existing frames and this can hardly be called de-institutionalization with our understanding; but it can be a beginning, at least to a better and more experienced freer life, which the residents also has expressed. One has neither stopped the approach of adults to the institutions, this year alone 2000 citizens have arrived to the big institutions in Belarus. But the approach of children under 18 years has stopped and alternative support possibilities began to develop, such as local services.

 

It was clear under the conference that the need for collaboration between authorities and NGOs was more apparent than ever before. Those NGOs, which in different ways had established shared housing especially for children with disabilities in various places in Belarus, they showed huge competence and knowledge in relation to i.a pedagogic methods for support to children's self development. Here it's clear that especially the universities, which now were put to develop continuing training initiatives for employed social workers, had a huge need to be part of this knowledge. It's now our hope that they by knowing each other from the conference make use of each other's knowledge and competences in relation to continuing training initiatives and development of economical models.

 

And so the project has throug its work in Kobrin managed to prevent an access to the Kobrin institution; and a mother has gotten her parental custody back, a sister has obtained guardianship for her own sister, who has now moved out and home. Both thrive in the new frames and the local social service centre tests their new opportunities to provide local services to adults with disabilities, who doesn't live in the institutions. The project won the case in the court and has thereby created precedent as the first in the country in relation to relocation of adults.

 

Kobrin social centre and local NGOs have in collaboration developed a small handbook on how Kobrin city can provide services to people with disabilities, which also other Kobrin citizens uses.

 

A Manual, which desribes de-institutionalization in context of Belarus is under final completion, comments from the conference gets received at the moment. The maual gets sent to all authorities and institutions, who deals with the de-institutionalization question.

Still there is a gap in accordance with access to education and work, so future relocated citizen can take care of themselves economically. But the first de-institutionalization has started in Belarus

NEW PROJECT ABOUT INCLUSION IN BELARUS

The EC supported project ‘Agenda for Belarus’ will be developed for the regions to help implement the Convention on the Rights of Disabled Persons in Belarus. The project lasts 3 year.

 

 

Our partner organization ‘the Office on the Rights of Persons with Disabilities (Office)’ is starting a new campaign, "Agenda 50". The designed campaign will be implemented in collaboration with an international consortium "EuroBelarus" in Lithuania, Centre for European Transformation CET in Belarus, TUS from Poland and us, ‘The European House’.

 

The main objective of the campaign is the implementation of the basic principles of the Convention on the Rights of persons with disabilities in decision-making on disability issues in local communities.

 

- The campaign will be aimed at achieving sufficiently practical results - namely, to the embodiment of the principles of the Convention into real practical steps in at least five pilot communities of Belarus, - says Director of the Office on the Rights of Persons with Disabilities Enira Bronitskaya.

 

The Convention on the Rights of Persons with Disabilities, signed by Belarus September 28, 2015, can and should become a platform for progress in addressing disability issues. Although it must be admitted that the formal signing of the international treaty itself can not solve all the problems. Only understanding and acceptance of the fact of the Convention, its implementation at the level of everyday practices and everyday life can decisively influence the development of social relations; as well as insufficient formal declaration of acceptance of the Convention at the national level. This requires full implementation of the work on high standards in everyday reality, not only in the language of the law, but through practice.

 

The experience gained by the countries of Europe even during the implementation of the Standard Rules on the Equalization of Opportunities, proved the necessity of making efforts to innovate it is at the level of local communities. So the Swedish efforts, followed in many European countries, have been made for the introduction of advanced standards in respect of disability. At this movement is called "Agenda 22", which means literally 22 points (22 - the number of points of the Standard Rules for the implementation of) the interpretation of the high standards of an international treaty for a particular community - district, city, town. And most importantly - the agenda is information developed by the communities themselves, which allowed them to make realistic and effective efforts.

 

Todays Belarus is in a similar situation. The need to introduce an innovative paradigm of understanding of disability and, consequently, changes in laws, practices and most importantly - a relationship in society requires a responsible and strategic approach.

 

- In this vein, we see a very useful experience in the design of local agendas - says the coordinator of the ‘Office’s Sergey Drozdowski. – The Convention is spelled out in Articles 50 and gives an understanding and implementation of each article at the level of the local community and will, in the form of "Agenda 50", may be a way to change quality. This "translation" of each article, taking into account local conditions and opportunities will turn The Convention as a bombastic legal instrument into clear and practical forms, applicable in everyday life.

Det EU støttede projekt ’Agenda for Belarus’ har indledt de første rundbord møder i Hviderusland

 

Arbejdet med at forberede de lokale dagsordener til at gennemføre handicap konventionen er begyndt.

 

Det første møde havde repræsentanter for lokale myndigheder og regionen, og blev afholdt med organisationer, der repræsenterer mennesker med handicap, og aktive beboere i Stolin og Bobruisk. Mødet markerede starten på det langsigtede arbejde med at forberede de lokale dagsordener for gennemførelse af FN-konventionen om rettigheder for personer med handicap. Møderne er organiseret inden for rammerne af den 50-kampagne. Ideen med disse møder er at diskutere, hvordan man starter på lokalt plan for gennemførelsen af konventionen om rettigheder for personer med handicap, som Belarus har underskrevet.

 

- Vi ønsker at løse de problemer, der er relateret til handicap og dette på baggrund af behovene i de enkelte bestemt område og målrettet folk, der bor i dette område. Vi ønsker at træde til side fra den etablerede praksis der er at myndigheder "fra oven" bestemmer, hvad der skal gøre. Vi kommunikerer med lokale organisationer og mennesker, så i det fremtidige arbejde vil starte fra denne person, - udtaler direktøren for kontoret om rettigheder for personer med handicap Enira Bronitskaja. - Og for tiden viser regionerne interesse i denne form for arbejde.

 

Det er almindelig praksis for andre lande. For eksempel, at sådanne lokale dagsordener gennemfører internationale traktater; det gælder også i polske byer. Derfor er den polske organisation TUS involveret, og under besøget delte de polske eksperter fra TUS Foundation (Polen) villigt ud af deres erfaringer til repræsentanterne for regionerne. Hviderusland har planer om at bruge resultaterne af deres arbejde og algoritmer med justeringer for landet. Således har beboerne i Stolin og Bobruisk villigt indgået i dette initiativ og ønsker at etablere den lokale dagsorden og forsøge at gennemføre disse. Følg med her!
